(e) DE F I N I T IONS.— I n this section— (1) the term ‘ ‘capabilities ’ ’ means space, airborne, and ground systems and capabilities for space situational awareness and for space systems protection

and (2) the term ‘‘intelligence community’’ has the meaning given such term in section 3(4) of the N ational S ecurity A ct of 194 7 (50 U .S.C. 401a(4)). (f) R E P ORT; B IENNI AL UPDATE.— (1) REPORT.—Not later than si x months after the date of the enactment of this Act, the Secretary of Defense, in con j unction with the Director of National Intelligence, shall submit to Congress a report on the strategy required by sub- section (b), including each of the matters required by subsection (c). (2) BIENNIAL U PDATE.—Not later than M arch 15 of each even-numbered year after 2008, the Secretary of Defense, in conjunction with the Director of National Intelligence, shall submit to Congress an update to the report required by para- graph (1). (3) CLASSIFI C ATION.—The report required by paragraph (1), and each update required by paragraph (2), shall be in unclassi- fied form, but may include a classified annex. (g) CONFOR M IN G REPEAL.—Section 911 of the National Defense Authorization Act for Fiscal Y ear 200 6 (Public L aw 109 – 163; 119 Stat. 3405; 10 U.S.C. 2271 note) is repealed. SEC.912 . BI E N NI ALR E PO R T ON M ANA G EMENT O F SPACE CA D RE W IT H IN THE DEPARTMENT OF DEFENSE. (a) IN G ENERAL.—Chapter 23 of title 10, United States Code, is amended by adding at the end the following new section: ‘ ‘ §490.Space ca dr e m a n a g emen t:bi ennia l rep o rt ‘‘(a) RE Q UIREMENT.—The Secretary of Defense and each Sec- retary of a military department shall develop metrics and use these metrics to identify, trac k , and manage space cadre personnel within the Department of Defense to ensure the Department has sufficient numbers of personnel with the expertise, training, and experience to meet current and future national security space needs. ‘‘(b) BIENNIAL REPORT REQUIRED.— ‘‘(1) IN GENERAL.—Not later than 180 days after the date of the enactment of this section, and every even-numbered year thereafter, the Secretary of Defense shall submit to the congressional defense committees a report on the management of the space cadre. ‘‘(2) MATTERS INCLUDED.—The report required by para- graph (1) shall include— ‘‘(A) the number of active duty, reserve duty, and government civilian space-coded billets that— Deadlin e .
