‘‘(ii) notwithstanding paragraph ( 4 ), in the case of an independent student, or a dependent student whose parents are unable to borrow under section 4 28 B or the F ederal D irect PLUS Loan Program, who has obtained a baccalaureate degree and who is enrolled in coursework specified in paragraph ( 3 )(B) or (4)(B) of section 484(b)— ‘‘( I ) $7 , 0 00 for coursework necessary for enroll- ment in a graduate or professional program; and ‘‘(II) $7,000 for coursework necessary for a professional credential or certification from a State re q uired for employment as a teacher in an elementary or secondary school,’’; and (2) in paragraph (4)(A), by striking clause (iii) and inserting the following: ‘‘(iii) in the case of such a student enrolled in coursework specified in— ‘‘(I) section 484(b)(3)(B), $ 6 ,000; or ‘‘(II) section 484(b)(4)(B), $7,000 . ’’. (b) E FFECTI V E DATE.— T he amendments made by this section shall take effect for loans for which the first disbursement is made on or after J uly 1 , 2008. SEC.429 . LOANF O RGIV ENESS FOR T EAC H ERS E MP LO Y E DB YED U- CATIONAL SERVICE AGENCIES. Section 428J (20 U.S. C . 1078 – 10) is amended— (1) in subsection (b)(1)(A)— (A) by inserting ‘‘or location’’ after ‘‘a school’’; and (B) by inserting ‘‘or locations’’ after ‘‘schools’’; (2) in subsection (c)(1), by striking the second sentence; (3) in subsection (c)(3)(B)(iii), by inserting ‘‘or, in the case of a teacher who is employed by an educational ser v ice agency, as certified by the chief administrative officer of such agency,’’ after ‘‘borrower is employed,’’; and (4) in subsection (g), by striking paragraph (2) and inserting the following: ‘‘(2) PREVENTION OF DOUBLE BENEFITS.— N o borrower may, for the same service, receive a benefit under both this section and— ‘‘(A) section 428 K
‘‘(B) section 4 5 5(m); ‘‘(C) section 460; or ‘‘(D) subtitle D of title I of the National and Community Service Act of 1 9 90 (42 U.S.C. 12571 et seq.).’’. SEC. 4 30 . LOAN FORGIVENESS FOR SERVICE IN AREAS OF NATIONAL NEED. Section 428K (20 U.S.C. 1078–11) is amended to read as follows: 20USC1 0 78– 8 note.
