(1) A description and assessment of the counternarcotics assistance provided to the Government of Haiti by the D epart- ment of Defense, the Department of S tate, the Department of Homeland Security, and the Department of J ustice. (2) A description and assessment of any impediments to increasing counternarcotics assistance to the Government of Haiti. ( 3 ) An assessment of the potential for the provision of counternarcotics assistance for the Government of Haiti through the U nited Nations Stabili z ation Mission in Haiti. (c) F OR M .—The report required by subsection (a) shall be sub- mitted in unclassified form, but may include a classified anne x . (a) PRO V ISION O F SUPPORT AND SERVICES.— (1) IN G ENERAL.—Section 96 26 of title 10, United States Code, is amended to read as follows: ‘ ‘ §962 6 .Airc r aftsup p l i e sa nd ser v ices
f o rei g n m ilitar y or ot h er state aircraft ‘ ‘(a) PROVISION OF SUPPLIES AND SERVICES ON REIM B URSABLE BASIS.—(1) The Secretary of the Air Force may, under such regula- tions as the Secretary may prescribe and when in the best interests of the United States, provide any of the supplies or services described in paragraph (2) to military and other state aircraft of a foreign country, on a reimbursable basis without an advance of funds, if similar supplies and services are furnished on a li k e basis to military aircraft and other state aircraft of the United States by the foreign country concerned. ‘‘(2) The supplies and services described in this paragraph are supplies and services as follows: ‘‘(A) Routine airport services, including landing and takeoff assistance, servicing aircraft with fuel, use of runways, parking and servicing, and loading and unloading of baggage and cargo. ‘‘(B) Miscellaneous supplies, including Air Force-owned fuel, provisions, spare parts, and general stores, but not including ammunition. ‘‘(b) PROVISION OF ROUTINE AIRPORT SERVICES ON NON- REIMBURSABLE BASIS.—(1) Routine airport services may be provided under this section at no cost to a foreign country— ‘‘(A) if such services are provided by Air Force personnel and equipment without direct cost to the Air Force
