and ‘‘(iii) provide information to demonstrate t h e g rantee ’ s compliance with related F ederal programs, as applicable . ‘‘( B ) REVI E WR E QU IRE M E NTS . —N ot later than 90 days after the grantee receives funds to carry out this section for the first fiscal year in which funds become available to carry out this section after the date of enactment of the H igher E ducation O pportunity A ct, the independent auditor shall complete the review re q uired by this para - graph. ‘‘( C )RE PO RT.—Not later than 12 0 days after the grantee receives funds to carry out this section for the first fiscal year in which funds become available to carry out this section after the date of enactment of the Higher Education Opportunity Act, the independent auditor shall submit a report to the authori z ing committees and the S ecretary of the findings of the review required under this paragraph, including any recommendations of the inde- pendent auditor, as appropriate, with respect to the grantee’s accounting, financial reporting, and internal con- trol systems. ‘‘(f) AUT H ORI ZA TION O F APPROPRIATIONS.— ‘‘(1) I N G ENERA L .— T he amount authorized to be appro- priated to carry out this section shall not e x ceed— ‘‘(A) $ 20,000,000 for fiscal year 2009; ‘‘(B) $2 5 ,000,000 for fiscal year 2010; and ‘‘(C) such sums as may be necessary for each of the four succeeding fiscal years. ‘‘(2) L IMITATION.—The grantee shall not use more than 5 percent of Federal funds made available under this section for non-programmatic costs to carry out this section. ‘ ‘ PARTG— PAT SY T .MINKFEL L OW S H IP PROGRAM ‘ ‘ SEC.807 . PAT S Y T. MINKF E L L OW S H IPP R O G RAM. ‘‘(a) P URPOSE; D ESIGNATION.— ‘‘(1) IN GENERAL.—It is the purpose of this section to pro- vide, through eligible institutions, a program of fellowship awards to assist highly qualified minorities and women to acquire the doctoral degree, or highest possible degree available, in academic areas in which such individuals are underrep- resented for the purpose of enabling such individuals to enter the higher education professoriate. ‘‘(2) DESIGNATION.—Each recipient of a fellowship award from an eligible institution receiving a grant under this section shall be k nown as a ‘Patsy T.
