MA S T E R S D E G REE P R O GRAMS. ‘ ‘ I n addition to any a m ounts a p propriated under section 7 2 5, there are authori z ed to be appropriated, and there are appropriated, out of any funds in the T reasury not other w ise appropriated, $1 1,500,000 for fiscal year 2009 and for each of the five succeeding fiscal years to carry out subpart 4 of part A of title V II in order to provide grants under sections 72 3 and 724, in the minimum amount authorized under such sections, to all institutions eligible for grants under such sections. ‘‘SEC. 898. POST B ACCA L A U REATE PROGRAMS. ‘‘In addition to any amounts appropriated under part B of title V, there are authorized to be appropriated, and there are appropriated, out of any funds in the Treasury not otherwise appro - priated, $11,500,000 for fiscal year 2009 and for each of the five succeeding fiscal years to carry out part B of title V. ’ ’. SEC. 8 02 . N AT I ONAL CENTER F OR RESEARC H IN AD V ANCED INFORMA - TION AND DIGITAL TECHNOLOGIES. ( a )ESTABLI S HMEN T. — There shall be established, during the first fiscal year for which appropriations are made available under subsection (c), a nonprofit corporation to be k nown as the N ational C enter for R esearch in Advanced Information and D igital Tech- nologies, which shall not be an agency or establishment of the F ederal G overnment. The Center shall be sub j ect to the provisions of this section, and, to the e x tent consistent with this section, to the District of Columbia Nonprofit Corporation Act (sec. 29 – 501 et se q ., D.C. O fficial Code). (b) PURPO SE.—The purpose of the Center shall be to support a comprehensive research and development program to harness the increasing capacity of advanced information and digital tech- nologies to improve all levels of learning and education, formal and informal, in order to provide Americans with the knowledge and skills needed to compete in the global economy. (c) FUN D IN G .— (1) AUTHORI Z ATION O F APPROPRIATIONS.—There are author- ized to be appropriated to the Center such sums as may be necessary for fiscal year 2009 and each of the five succeeding fiscal years. (2) ADDITIONAL FUNDS.—The Center is authorized— (A) to accept funds from any Federal agency or entity

(B) to accept, hold, administer, and spend any gift, devise, or bequest of real or personal property made to the Center; and (C) to enter into competitive contracts with individuals, public or private organizations, professional societies, and government agencies for the purpose of carrying out the functions of the Center.
