‘(C) QUALIF I EDP U R P OS E .—F or purposes of this para - graph , the term ‘ q ualified purpose ’ means— ‘‘(i) in the case of a qualified forestr y conser v ation bond, a purpose specified in section 54 B (e), and ‘‘(ii) in the case of a new clean renewable energy bond, a purpose specified in section 54C(a)( 1 ).’’. (d) EFFE C TI V E DATE.—The amendments made by this section shall apply to obligations issued after the date of the enactment of this Act. SEC.108 .C R E DITFO R STEE L I N D U STR Y FUEL. (a) TREAT M ENT AS REFINED COAL.— (1) IN GENERAL.—Subparagraph (A) of section 45(c)( 7 )of the Internal Revenue Code of 198 6 (relating to refined coal), as amended by this Act, is amended to read as follows: ‘‘(A) IN GENERAL.—The term ‘refined coal’ means a fuel— ‘‘(i) which— ‘‘(I) is a liquid, gaseous, or solid fuel produced from coal (including lignite) or high carbon fly ash, including such fuel used as a feedstock, ‘‘(II) is sold by the ta x payer with the reason- able expectation that it will be used for purpose of producing steam, ‘‘(III) is certified by the taxpayer as resulting (when used in the production of steam) in a quali- fied emission reduction, and ‘‘(IV) is produced in such a manner as to result in an increase of at least 50 percent in the market value of the refined coal (excluding any increase caused by materials combined or added during the production process), as compared to the value of the feedstock coal, or ‘‘(ii) which is steel industry fuel.’’. (2) STEEL INDUSTRY FUEL DEFINED.— P aragraph (7) of sec- tion 45(c) of such Code is amended by adding at the end the following new subparagraph: ‘‘(C) STEEL INDUSTRY FUEL.— ‘‘(i) IN GENERAL.—The term ‘steel industry fuel’ means a fuel which— ‘‘(I) is produced through a process of liquifying coal waste sludge and distributing it on coal, and ‘‘(II) is used as a feedstock for the manufacture of coke. ‘‘(ii) COAL WASTE SLUDGE.—The term ‘coal waste sludge’ means the tar decanter sludge and related Defin i t i o n .26USC54 note. 26 USC 54 A .
