‘SEC. 41 0. CONVEYANCE OF CERTAIN NON-FEDERAL LAND. ‘ ‘(a) DEFIN I T I O N S . — In this section: ‘‘(1) CIT Y .— T he term ‘Cit y’ means the City of Aurora, Colo- rado. ‘‘(2) DEE D .—The term ‘deed’ means the q uitclaim deed— ‘‘(A) conveyed to the City by the Secretary (actin g through the Director of the N ational Par k Service); and ‘‘( B ) dated M ay24,1 9 99. ‘‘( 3 ) NON-FEDE RAL LAND.—The term ‘non- F ederal land’ means— ‘‘(A) parcel I of the former U nited States Army G arrison Fit z simons, Adams County, Colorado, as more specifically described in the deed; and ‘‘(B) the parcel of land described in the deed. ‘‘(4) SE C RETARY.—The term ‘Secretary’ means the Secretary of the Interior. ‘‘(b) D U TY OF SECRETARY.—To allow the City to convey by donation to the United States the non-Federal land to be used by the Secretary of Veterans Affairs for the construction of a vet- erans medical facility, not later than 60 days after the date of enactment of this section, the Secretary shall e x ecute each instrument that is necessary to release all rights, conditions, and restrictions retained by the United States in and to the non-Federal land conveyed in the deed.’’. SEC. 707. RE P ORT ON FACILITIES ADMINISTRATION. Not later than 60 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the H ouse of R epresentatives a report on the progress of the Secretary in complying with section 312A of title 38, United States Code. SEC. 70 8 . ANNUAL REPORT ON OUTPATIENT CLINICS. (a) ANNUAL RE P ORT RE Q UIRED.—Subchapter I of chapter 81 is amended by adding at the end the following new section: ‘ ‘ §81 1 9.An n ualrepo r t on outpat i ent c linic s ‘‘(a) ANNUAL REPORT REQUIRED.—The Secretary shall submit to the committees an annual report on community-based outpatient clinics and other outpatient clinics of the Department. The report shall be submitted each year not later than the date on which the budget for the next fiscal year is submitted to the Congress under section 110 5 of title 31. ‘‘(b) CONTENTS OF REPORT.— E ach report required under sub- section (a) shall include the following: ‘‘(1) A list of each community-based outpatient clinic and other outpatient clinic of the Department, and for each such clinic, the type of clinic, location, size, number of health profes- sionals employed by the clinic, workload, whether the clinic Deadlin e .
