(f) CONTRIBU TION S . — (1) A UT H ORIT Y TO AC C EP T CONTRIBUTIONS.—Sub j ect to paragraph ( 2 ), the Secretary of Defense may accept contribu- tions of amounts to the Afghanistan Security Forces Fund for the purposes provided in subsection (b) from any person, foreign government, or international organi z ation. Any amounts so accepted shall be credited to the Afghanistan Security Forces Fund. (2) L I M ITATION.— T he Secretary may not accept a contribu- tion under this subsection if the acceptance of the contribution would compromise or appear to compromise the integrity of any program of the Department of Defense. ( 3 ) U SE.—Amounts accepted under this subsection shall be available for assistance authorized by subsection (b), including transfer under subsection (d) for that purpose. ( 4 ) N OTI F ICATION.—The Secretary shall notify the congres- sional defense committees, the Committee on Foreign R elations of the Senate, and the Committee on Foreign Affairs of the H ouse of Representatives, in writing, upon the acceptance, and upon the transfer under subsection (d), of any contribution under this subsection. Such notice shall specify the source and amount of any amount so accepted and the use of any amount so accepted. (g) Q UARTER L Y REPORTS.—Not later than 3 0 days after the end of each fiscal-year q uarter, the Secretary of Defense shall submit to the congressional defense committees a report summa- rizing the details of any obligation or transfer of funds from the Afghanistan Security Forces Fund during such fiscal-year quarter. (h) DURATION OF AUTHORITY.—Amounts authorized to be appro- priated or contributed to the Afghanistan Security Forces Fund during fiscal year 200 8 are available for obligation or transfer from the Afghanistan Security Forces Fund in accordance with this section until September 30, 200 9 . SEC.15 1 4 . MIL I TARYP ERS ON NEL. There is hereby authorized to be appropriated to the Depart- ment of Defense for military personnel accounts for fiscal year 2008 a total of $ 1 7 ,912, 5 10,000. SEC. 1515. STRATE G IC REA D INESS FU ND. There is authorized to be appropriated $1,000,000,000 to the Strategic Readiness Fund. SEC. 151 6 . TREATMENT AS ADDITIONAL AUT H ORI Z ATIONS. The amounts authorized to be appropriated by this title are in addition to amounts otherwise authorized to be appropriated by this Act. SEC. 151 7 . SPECIAL TRANSFER AUTHORITY.
