(d) CERTIF I CA TI ON ON CERTAIN P RO J ECT S UN D ERT H ECO M - MANDERS’ E MER G ENC YR ES P ONSE PROGRAM IN IRA Q .—Such section, as so amended, is further amended— (1) by redesignating subsection (f), as redesignated by sub- section (c) of this section, as subsection (g); and ( 2 ) by inserting after subsection (e), as added by subsection (c) of this section, the following new subsection

‘‘(f) CERTIFICATION ON CERTAIN PROJECTS UNDER THE COM- MANDERS’ EMERGENCY RESPONSE PROGRAM IN IRAQ.— ‘‘(1) CERTIFICATION.— F unds made available under this sec- tion for the Commanders’ Emergency Response Program in Iraq may not be obligated or e x pended to carry out any project commenced after the date of the enactment of the D uncan H unter N ational Defense A uthori z ation Act for Fiscal Y ear 2 0 0 9 if the total amount of such funds made available for the purpose of carrying out the project exceeds $ 1,000,000 unless the Secretary of Defense certifies that the project addresses urgent humanitarian relief and reconstruction requirements that will immediately assist the Iraqi people. ‘‘(2) DE L EGATION.— T he Secretary may delegate the authority under paragraph (1) to the Deputy Secretary of Defense.’’. (e) SENSE OF CONGRESS.—It is the sense of Congress that the Government of Iraq should assume increasing responsibility for funding and carrying out projects currently funded by the United States through the Commanders’ Emergency Response Program, and should assume all costs associated with the Sons of Iraq pro- gram as expeditiously as possible. SEC.12 1 5 . P E RFO R MAN CE MON IT ORIN G S Y STEM FOR U NITE D STATES -L ED PRO V INCIAL RECONSTRUCTION TEAMS IN AFG H ANI- STAN. (a) IN GENERAL.—The President, acting through the Secretary of Defense and the Secretary of State, shall develop and implement a system to monitor the performance of United States-led Provincial Reconstruction Teams (PRTs) in Afghanistan. (b) ELEMENTS OF PERFORMANCE M ONITORING SYSTEM.—The performance monitoring system required under subsection (a) shall include— (1) PRT-specific wor k plans that incorporate the long-term strategy, mission, and clearly defined objectives required by section 12 3 0(c)(3) of the National Defense Authorization Act for Fiscal Year 200 8 (Public L aw 110 – 181; 122 Stat. 38 6 ), and include plans for developing the capacity of national, provincial, and local government and other civil institutions in Afghanistan to assume increasing responsibility for the formulation, implementation, and oversight of reconstruction and development activities; and Presid e nt.2 2 USC7513 n o te.
