(a) SOLICITATION OF P ROPOSALS.— (1) IN GENERAL.— N ot later than 60 days after the date of enactment of this Act, the Secretary shall issue a request for proposals for projects for the financing, design, construction, operation, and maintenance of a high - speed intercity passenger rail system operating within a high-speed rail corridor, including— (A) the Northeast C orridor; ( B ) the California Corridor; (C) the E mpire Corridor; ( D ) the Pacific Northwest Corridor; (E) the South Central Corridor; (F) the G ulf Coast Corridor; (G) the Chicago H ub Networ k
(H) the Florida Corridor; (I) the K eystone Corridor; ( J ) the Northern New England Corridor; and (K) the Southeast Corridor. (2) SUBMISSION.—Proposals shall be submitted to the Sec- retary not later than 2 7 0 days after the publication of such request for proposals under paragraph (1). (3) PERFORMANCE STANDARD.—Proposals submitted under paragraph (2) must meet any standards established by the Secretary. For corridors with existing intercity passenger rail service, proposals shall also be designed to achieve a reduction of existing minimum intercity rail service trip times between the main corridor city pairs by a minimum of 25 percent. In the case of a proposal submitted with respect to paragraph (1)(A), the proposal must be designed to achieve a 2-hour or less express service between Washington, District of Columbia, and New Y ork City, New York.
