On D ecember 17 ,1 903 , Orville Wright flew for 1 2 seconds over the N orth C arolina sand dunes in the presence of onl y five people. I n the span of one lifetime, our Nation has seen aviation progress from the first tentative ta k eoff at K itty H awk to an age of supersonic flight and space exploration. On this Wright B rothers Day, we recogni z e all those who have taken great risks and contributed to our country ’ s legacy of exploration and discovery. T his year, we also celebrate the centennial of the world’s first passenger flight. By remaining dedicated to extending the frontiers of knowledge, we can ensure that the U nited S tates will continue to lead the world in science, innovation, and technology, and build a bet - ter future for generations to come. 36 U.S.C. 143 ) , has designated December 17 of each year as ‘ ‘Wright Brothers Day’’ and has authorized and re q uested the P resident to issue annually a proclamation inviting the people of the United States to observe that day with appropriate ceremonies and activities. Section 5 06A(a)(1) of the Trade Act of 1974, as amended (the ‘‘1974 Act’’) (19 U.S.C. 2466a(a)(1)), as added by section 111(a) of the African Growth and Opportunity Act (title I of Public Law 106 – 200) (AGOA), authorizes the President to designate a country listed in section 107 of the AGOA (19 U.S.C. 3706) as a beneficiary sub-Saharan African coun- try if the President determines that the country meets the eligibility re- quirements set forth in section 104 of the AGOA (19 U.S.C. 3703) and the eligibility criteria set forth in section 502 of the 1974 Act (19 U.S.C. 2462). 2. Section 104 of the AGOA authorizes the President to designate a country listed in section 107 of the AGOA as an eligible sub-Saharan African country if the President determines that the country meets cer- tain eligibility requirements.
