SEC.2706 .C OMPR E H E N S IV E A CCO U N T IN G O F FUN D ING RE Q UIRED TO ENSURE TIME LY IMPLEMENTATION OF 200 5 DEFENSE B ASE CLOSURE AND REALIGNMENT COMMISSION REC - OMMENDATIONS. T he S ecretary of Defense shall submit to Congress with the budget materials for fiscal year 200 9 a comprehensi v e accounting of the funding required to ensure that the plan for implementing the final recommendations of the 2005 Defense Base Closure and R ealignment Commission remains on schedule for completion by September 15, 2011, as required by section 290 4 (c)(5) of the Defense Base Closure and Realignment Act of 1990 (part A of title X XIX of P ublic L aw 101 – 510; 10 U .S.C. 2 687 note). SEC. 2707. RELOCATION OF UNITS FROM ROBERTS UNITED STATES ARMY RESERVE CENTER AND NAVY-MARINE CORPS RESERVE CENTER , BATON ROUGE, LOUISIANA. The Secretary of the Army may use funds appropriated pursu- ant to the authorization of appropriations in paragraphs (1) and (2) of section 270 3 for the purpose of siting an Army Reserve Center and N avy and Marine Corps Reserve Center on land under the control of the State of Louisiana ad j acent to, or in the vicinity of, the Baton Rouge Metropolitan Airport in Baton Rouge, Lou- isiana, at a location determined by the Secretary to be in the best interest of national security and in the public interest. SEC. 270 8 . ACQUISITION OF REAL PROPERTY, FORT BELVOIR, VIR- GINIA, AS PART OF THE REALIGNMENT OF THE INSTALLATION. (a) A CQUIS I T I ON AUT H O R IT Y . — Pursuant to section 2905(a)(1)(A) of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101–510; 10 U.S.C. 2687 note), the relocation of members of the Armed F orces and civilian employees of the Department of Defense who are scheduled to be relocated to Fort Belvoir, V irginia, shall be limited to the fol- lowing locations: (1) Fort Belvoir. (2) A parcel of real property consisting of appro x imately 69.5 acres, under the administrative jurisdiction of the Adminis- trator of General Services (in this section referred to as the ‘‘Administrator’’) and containing warehouse facilities in Spring- field, Virginia (in this section referred to as the ‘‘GSA Prop- erty’’). (3) Any other parcels of land (using including any improve- ment thereon) that are acquired, using competitive procedures, in fee in the vicinity of Fort Belvoir. (b) ACQUISITION S EL ECTION CRITERI A .—The Secretary of the Army shall select the site to be used under subsection (a) based
