or ‘‘(B) in the case of a lease involving the public benefit e x ception authori z ed by paragraph ( 2 ), a description of the public benefit to be served by the lease. ’ ’. (d) TECHNI C AL A M EN D MEN TSR ELATED T OPR IOR -Y EAR AMEND- MENT.—Subsection (e) of such section is amended— (1) in paragraph (1)(B)(ii), by stri k ing ‘‘paragraph (4), (5), or( 6 )’’ and inserting ‘‘paragraph (3), (4), or (5)’’; and (2) by redesignating paragraphs (4), (5), and (6) as para- graphs (3), (4), and (5). SEC.28 2 4 .C O O P E RATIV EA G REE M E N TA U T H ORIT YF OR MANAGEMENT OF CU L TURAL RESOURCES ON CERTAIN SITES OUTSI D E MILITARY INSTALLATIONS. (a) EXP ANDED A U THORIT Y .—Section 26 8 4oftitle1 0 , U nited States Code, is amended— (1) in subsection (a), by striking ‘‘on military installations’’ and inserting ‘‘located on a site authorized by subsection (b)’’; (2) by redesignating subsections (b) and (c) as subsections (c) and (d), respectively; and (3) by inserting after subsection (a) the following new sub- section (b)

‘‘(b) AUTHORI Z ED CULTURAL RESOURCES SITES.—To be covered by a cooperative agreement under subsection (a), cultural resources must be located— ‘‘(1) on a military installation; or ‘‘(2) on a site outside of a military installation, but only if the cooperative agreement will directly relieve or eliminate current or anticipated restrictions that would or might restrict, impede, or otherwise interfere, whether directly or indirectly, with current or anticipated military training, testing, or oper- ations on a military installation.’’. (b) CULTURAL RESOURCE D E F INED.—Subsection (d) of such sec- tion, as redesignated by subsection (a)(2), is amended by adding at the end the following new paragraph: ‘‘(5) An I ndian sacred site, as defined in section 1(b)(iii) of Executive O rder No. 1300 7 .’’. SEC. 282 5 . AGREEMENTS TO LIMIT ENCROACHMENTS AND OTHER CON - STRAINTS ON MILITARY TRAINING , TESTING, AND OPER- ATIONS. (a) M ANA G EMENT OF NATURAL RESOURCES OF AC Q UIRED PROP- ERTY.—Subsection (d) of section 2684a of title 10, United States Code, is amended— (1) by redesignating paragraphs (3), (4), (5), and (6) as paragraphs (4), (5), (6), and (7), respectively; and (2) by inserting after paragraph (2) the following new para- graph (3): ‘‘(3) An agreement with an eligible entity under this section may provide for the management of natural resources on real prop- erty in which the Secretary concerned ac q uires any right, title, Deadlin e .Not i f i c ation.
