(b) AUTHORIZATION OF N EWPL ANT PRO J E C TS.—From funds referred to in subsection (a) that are available for carrying out plant pro j ects, the Secretary of Energy may carry out new plant projects for the National Nuclear Security Administration as follows: (1) For readiness in technical base and facilities, the fol - lowing new plant projects: Project 08 – D–801, H igh pressure fire loop, Pante x Plant, Amarillo, T exas, $7,000,000. Project 08–D–802, High explosive pressing facility, Pantex Plant, Amarillo, Texas, $25,300,000. Project 08–D–804, Technical Area 55 reinvestment project, L os Alamos National Laboratory, Los Alamos, New M exico, $6,000,000.
