( D )P ROCU R EM E NT O F TEM P OR A R Y AN DI NTERMITTENT S ER V ICES. —T he Commission ma y procure temporary and intermittent services in accordance w ith section 3109 (b) of title 5,U nited S tates Code, at rates for individuals that do not e x ceed the daily e q uivalent of the annual rate of basic pay prescribed for level V of the E xecutive Schedule under section 531 6 of that title. (6) VO L UNTEER AND UNCOMPENSATED SERVICES.— N otwith - standing section 13 42 of title 31, United States Code, the Commission may accept and use voluntary and uncompensated services as the Commission determines necessary. ( 7 ) SUPPORT SERVICES.—The Secretary shall provide to the Commission, on a reimbursable basis, such administrative sup- port services as the Commission may request. ( 8 ) FA CA NONAPPLICA B ILITY.—Section 14(b) of the Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Commission. (h) R EPORTS.—Not later than September 30, 2010, the Commis- sion shall submit to the Secretary a report that contains— (1) a summary of the activities of the Commission

(2) a final accounting of funds received and expended by the Commission; and (3) the findings and recommendations of the Commission. (i) TERMINATION OF COMMISSIONS.— (1) DATE OF TERMINATION.—The Commission shall termi- nate on December 31, 2010. (2) TRANSFER OF DOCUMENTS AND MATERIALS.—Before the date of termination specified in paragraph (1), the Commission shall transfer all of its documents and materials of the Commis- sion to the National Archives or another appropriate Federal entity. ( j ) AUT H ORI Z ATION OF APPROPRIATIONS.— (1) I N G ENERAL.—There are authori z ed to be appropriated to carry out this section for each of fiscal years 2008 through 2011— (A) $ 500,000 to the Champlain Commission; and (B) $500,000 to the H udson-Fulton Commission. (2) AVAILABILITY.—Amounts made available under para- graph (1) shall remain available until expended. SEC.3 3 5 . SE N SE OF CON GR ESS REG A R DI NG TH E DESIGNATION OF THE MU SEUM OF THE AMERICAN Q UI L TER ’ S SOCIET Y OF THE UNITED STATES. (a) FINDINGS.—Congress finds that— (1) the M useum of the American Q uilter ’ s Society is the largest quilt museum in the world, with a total of 13,400 square feet of exhibition space and more than 150 quilts exhib- ited year-round in its 3 galleries; (2) the mission of the Museum is to educate the local, national, and international public about the art, history, and heritage of quiltmaking; (3) quilts in the Museum’s permanent collection are made by quilters from 44 of the 50 States and many foreign countries;
