‘(iv) NON-FED E RALM A TCH .—After $8 5,000,000 has cumulatively been appropriated under subsection (d)(1), the remainder of F ederal funds appropriated under subsection (d) shall be sub j ect to the following matching re q uirement: ‘‘( I ) SAN G A B R I EL BA S IN W ATER QU ALIT Y AUTHORITY.— T he San G abriel Basin W ater Q uality Authority shall be responsible for providing a 35 percent non-Federal match for Federal funds made available to the Authority under this Act. ‘‘(II) CENTRAL BASIN MUNICI P AL WATER DIS- TRICT.—The Central Basin Municipal Water D is- trict shall be responsible for providing a 35 percent non-Federal match for Federal funds made avail- able to the District under this Act. ’ ’

(2) in subsection (a), by adding at the end the following: ‘‘(4) INTEREST ON FUNDS IN RESTORATION FUND.—No amounts appropriated above the cumulative amount of $85,000,000 to the R estoration Fund under subsection (d)(1) shall be invested by the Secretary of the Treasury in interest- bearing securities of the U nited States.’’; and (3) by amending subsection (d) to read as follows: ‘‘(d) AUTHORI Z ATION OF APPROPRIATIONS.— ‘‘(1) IN GENERAL.—There is authori z ed to be appropriated to the Restoration Fund established under subsection (a) $146,200,000. Such funds shall remain available until e x pended. ‘‘(2) SET-ASIDE.— O f the amounts appropriated under para- graph (1), no more than $21,200,000 shall be made available to carry out the Central Basin Water Quality Project.’’. Subtitle E — L o w er C olorado Ri v er M ulti - S p e c ies Conservation P ro g ra m SEC. 9 4 01. DEFINITIONS. In this subtitle: (1) LOWER COLORADO RI V ER MULTI-SPECIES CONSERVATION PROGRAM.—The term ‘‘Lower Colorado River Multi-Species Con- servation Program’’ or ‘‘LCR MSCP’’ means the cooperative effort on the Lower Colorado River between Federal and non- Federal entities in Arizona, California, and Nevada approved by the Secretary of the Interior on April 2, 2005. (2) LOWER COLORADO RIVER.—The term ‘‘Lower Colorado River’’ means the segment of the Colorado River within the
