SEC. 160 2 .RE P ORTS. Section 172 (42 U.S.C. 12632) is amended— (1) in subsection (b)(1), by striking ‘‘appropriate authorizing and appropriations Committees of Congress’’ and inserting ‘‘authorizing committees, the Committee on Appropriations of the H ouse of R epresentatives, and the Committee on Appropria- tions of the Senate’’; and (2) in subsection (c)(2), by striking ‘‘the appropriate commit- tees of Congress’’ and inserting ‘‘the authorizing committees, the Committee on Armed Services of the House of Representa- tives, and the Committee on Armed Services of the Senate’’. SEC. 160 3 . U SE OF FUNDS. Section 174 (42 U.S.C. 12634) is amended by adding at the end the following: ‘‘(d) RE F ERRAL S F O R F E D ERAL ASSIS T ANCE.—A program may not receive assistance under the national service laws for the sole purpose of referring individuals to Federal assistance programs or State assistance programs funded in part by the Federal Govern- ment.’’. SEC. 160 4 . NOTICE ,H EARING, AND GRIEVANCE PROCEDURES. Section 176 (42 U.S.C. 12636) is amended— (1) in subsection (a)(2)(A), by striking ‘‘3 0 days’’ and inserting ‘‘1 or more periods of 30 days not to e x ceed a total of 90 days’’; and (2) in subsection (f)— (A) in paragraph (1), by striking ‘‘A State or local applicant’’ and inserting ‘‘An entity’’; and ( B ) in paragraph (6)— (i) in subparagraph (C), by striking ‘‘and’’;
