Section 182(b) (42 U.S.C. 12642(b)) is amended to read as follo w s

‘‘(b) R EPORT.— ‘‘(1) FEDERAL A G ENC Y SUBMISSION.—The head of each Fed- eral agency and department shall prepare and submit to the Corporation a report concerning the implementation of this section, including an evaluation of the agency or department’s performance on performance goals and benchmarks for each partnership program of the agency or department. ‘‘(2) REPORT TO CONGRESS.—The Corporation shall prepare and submit to the authorizing committees a compilation of the information received under paragraph (1).’’. SEC. 1611. RIGHTS O F ACCESS , EXA M INATION, AN D COP Y ING. Section 18 3 (42 U.S.C. 12643) is amended— (1) in subsection (a)— (A) in the matter preceding paragraph (1), by striking ‘‘The’’ and inserting ‘‘Consistent with otherwise applicable law, the’’; and (B) in paragraph (1), by inserting ‘‘territory,’’ after ‘‘local government,’’; (2) in subsection (b)— (A) in the matter preceding paragraph (1), by striking ‘‘The’’ and inserting ‘‘Consistent with otherwise applicable law, the’’; and (B) in paragraph (1), by inserting ‘‘territory’’ after ‘‘local government,’’; and (3) by adding at the end the following: ‘‘(c) INSPECTOR G ENERAL.—Consistent with otherwise applicable law, the Inspector General of the Corporation shall have access
