‘‘(2) The C o u ncil shall see k and consider input fro m the com - manders of the combatant commands in carrying out its mission under paragraphs (1) and (2) of subsection (b) and in conducting periodic re v iews in accordance with the re q uirements of subsection (e) . ’’. (b) INPUTFROM COMM A N DE R S O F COM B ATANT COMMANDS. — The J oint R equirements O versight Council in the D epartment of Defense shall seek and consider input from the commanders of combatant commands , in accordance with section 1 8 1(d) of title 1 0 , United States Code (as amended by subsection (a)). Such input may include, but is not limited to, an assessment of the following: (1) A ny current or pro j ected missions or threats in the theater of operations of the commander of a combatant com- mand that would inform the assessment of a new joint military requirement. (2) The necessity and sufficiency of a proposed joint military requirement in terms of current and projected missions or threats. ( 3 ) The relative priority of a proposed joint military require- ment in comparison with other joint military requirements within the theater of operations of the commander of a combat- ant command. ( 4 ) The ability of partner nations in the theater of oper- ations of the commander of a combatant command to assist in meeting the joint military requirement or the benefit, if any, of a partner nation assisting in development or use of technologies developed to meet the joint military requirement. (c) COMPTRO L LER G ENERAL OF T H EUN I TED STATES RE V IE W OF IMPLEMENTATION.— (1) RE Q UIREMENT.— N ot later than two years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committees on Armed Serv- ices of the Senate and the H ouse of Representatives a report on the implementation of the requirements of— (A) subsection (d)(2) of section 181 of title 10, United States Code (as amended by subsection (a)), for the Joint Requirements Oversight Council to solicit and consider input from the commanders of the combatant commands; ( B ) the amendments to subsection (b) of section 181 of title 10, United States Code, made by section 9 42 of the National Defense Authori z ation Act for Fiscal Y ear 2008 ( P ublic L aw 110 – 181; 122 Stat. 28 7 ) and by section 201(b) of this Act; and (C) the requirements of section 201(c) of this Act. (2) M ATTERS C OVERED.—The report shall include, at a min- imum, an assessment of— (A) the e x tent to which the Council has effectively sought, and the commanders of the combatant commands have provided, meaningful input on proposed joint military requirements; (B) the quality and effectiveness of efforts to estimate the level of resources needed to fulfill joint military require- ments; and Deadlin e .R e ports . 10USC 1 8 1 note.
