(1) A description of the process that was previously used for screening the detainees described by subsection (c)(4) prior to their release or transfer from detention at Naval Station Guantanamo Bay ,C uba. ( 2 ) An assessment of the ade q uacy of that screening process for reducing the risk that detainees previously released or transferred from Naval Station Guantanamo Bay would return to terrorist activities after release or transfer from Naval Sta- tion Guantanamo Bay. (3) An assessment of lessons learned from previous releases and transfers of individuals who returned to terrorist activities for reducing the risk that detainees released or transferred from Naval Station Guantanamo Bay will return to terrorist activities after their release or transfer. FLOOD CONTROL AND COASTAL EMERGENCIES For an additional amount for ‘‘Flood Control and Coastal Emer- gencies’’, as authorized by section 5 of the Act of August 18, 1 9 41 (33 U .S.C. 701n), for necessary expenses relating to the con- sequences of natural disasters as authorized by law, $754,290,000, to remain available until expended: Provided, That the Secretary of the Army is directed to use $315,290,000 of the funds appro- priated under this heading to support emergency operations, to Reports.D e adlin e.
