d fu r th er ,T hat none of the funds appropriated herein shall be available for the purchase of land or easements as authori z edb y section 603( c ) of the F ederal W ater P ollution C ontrol A ct or for activities authorized by section 1452 ( k )of the Safe D rinking Water Act: Provided further, That not w ith - standing section 603(d)(2) of the Federal Water Pollution Con- trol Act and section 1452(f)(2) of the Safe Drinking Water Act , funds may be used to buy, refinance or restructure the debt obligations of eligible recipients only where such debt was incurred on or after O ctober 1, 200 8; (2) $ 100,000,000 shall be to carry out B rownfields projects authorized by section 104(k) of the Comprehensive E nviron- mental R esponse, Compensation, and L iability Act of 1 9 80: Provided, That the Administrator may reserve up to 3 . 5 percent of the funds appropriated herein for management and oversight purposes: Provided further, That none of the funds appropriated herein shall be subject to cost share re q uirements under section 104(k)(9)(B)(iii) of such Act; and (3) $300,000,000 shall be for Diesel Emission Reduction Act grants pursuant to title VI I, subtitle G of the Energy Policy Act of 2005: Provided, That the Administrator may reserve up to 2 percent of the funds appropriated herein for management and oversight purposes: Provided further, That none of the funds appropriated herein for Diesel Emission Reduction Act grants shall be subject to the State Grant and Loan Program M atching Incentive provisions of section 7 93(c)(3) of such Act. A DMIN I STRA TI VE PR O VISION, ENVIRONMENTA L PROTE C TION A G ENC Y( INCL U DING TRANS F ERS OF FUNDS ) Funds made available to the Environmental Protection Agency by this Act for management and oversight purposes shall remain available until September 30, 2011, and may be transferred to the ‘ ‘Environmental Programs and Management ’ ’ account as needed. DEPARTME N T OF AGRIC U LTURE FOREST SERVICE CA P ITAL IMPROVEMENT AND MAINTENANCE For an additional amount for ‘‘Capital Improvement and Maintenance’’, $650,000,000, for priority road, bridge and trail maintenance and decommissioning, including related watershed res- toration and ecosystem enhancement projects; facilities improve- ment, maintenance and renovation; remediation of abandoned mine sites; and support costs necessary to carry out this work. W ILDLAND FIRE MANAGEMENT For an additional amount for ‘‘Wildland Fire Management’’, $500,000,000, of which $250,000,000 is for hazardous fuels reduc- tion, forest health protection, rehabilitation and hazard mitigation activities on Federal lands and of which $250,000,000 is for State and private forestry activities including hazardous fuels reduction,
