and ‘‘( 4 ) integrate low carbon emission economic development ob j ectives into multilateral development ban k country strate- gies . ‘‘(c) REPORT TO C O NG RE S S. —N ot later than 1 year after the date of the enactment of this section, and annually thereafter, the S ecretary of the T reasury shall submit a report on the status of efforts to implement this section to the Committee on F oreign Relations and the Committee on A ppropriations of the Senate and the Committee on Financial Services and the Committee on Appro- priations of the H ouse of Representatives. ’ ’. MUL T I L A TERAL D E V ELOPMENT B AN K RE F ORM SE C . 111 2 . (a) BUDGET D ISCLOSURE.—The Secretary of the Treasury shall seek to ensure that the multilateral development banks make timely, public disclosure of their operating budgets including e x penses for staff, consultants, travel and facilities. (b) E VALUATION.—The Secretary of the Treasury shall seek to ensure that multilateral development banks rigorously evaluate the development impact of selected bank projects, programs, and financing operations, and emphasize use of random assignment in conducting such evaluations, where appropriate and to the extent feasible. (c) E X TRACTIVE I NDUSTRIES.—The Secretary of the Treasury shall direct the U nited States Executive Directors at the multilat- eral development banks to promote the endorsement of the Extrac- tive Industry Transparency Initiative (EITI) by these institutions and the integration of the principles of the EITI into extractive industry-related projects that are funded by the multilateral development banks. (d) REPORT.—Not later than September 30 , 200 9 , the Secretary of the Treasury shall submit a report to the Committee on Appro- priations and the Committee on Foreign Relations of the Senate, and the Committee on Appropriations and the Committee on Finan- cial Services of the House of Representatives, detailing actions taken by the multilateral development banks to achieve the objec- tives of this section. (e) COORDINATION OF DEVELOPMENT P OLIC Y .—The Secretary of the Treasury shall consult with the Secretary of State, the Administrator of the United States Agency for International Development, and other Federal agencies, as appropriate, in the formulation and implementation of United States policy relating to the development activities of the W orld Bank G roup. OVERSEAS COMPARABILITY PAY AD J USTMENT SEC. 1113. (a) Subject to such regulations prescribed by the Secretary of State, including with respect to phase-in schedule and treatment as basic pay, and notwithstanding any other provi- sion of law, funds appropriated for this fiscal year in this or any other Act may be used to pay an eligible member of the Foreign Service as defined in subsection (b) of this section a locality-based comparability payment (stated as a percentage) up to the amount of the locality-based comparability payment (stated as a percentage) that would be payable to such member under section 5 304 of title
