C . 5 9 1 et seq.) as amended, for management and administration of programs and activities, $3 8 ,500,000: Provided, That not to exceed $3,000 shall be for official reception and rep- resentation expenses. RESEARC H ,DE V ELO P MENT, AND OPERATIONS For necessary expenses for radiological and nuclear research, development, testing, evaluation, and operations, $324,53 7 ,000, to remain available until September 30, 2012. S Y STEMS AC Q UISITION For expenses for the Domestic Nuclear Detection Office acquisi- tion and deployment of radiological detection systems in accordance with the global nuclear detection architecture, $20,000,000, to remain available until September 30, 2012: Provided, That none of the funds appropriated under this heading in this Act or any other Act shall be obligated for full-scale procurement of Advanced Spectroscopic Portal monitors until the Secretary of Homeland Secu- rity submits to the Committees on Appropriations of the Senate and the House of Representatives a report certifying that a signifi- cant increase in operational effectiveness will be achieved by such obligation: Provided further, That the Secretary shall submit sepa- rate and distinct certifications prior to the procurement of Advanced Spectroscopic Portal monitors for primary and secondary deploy- ment that address the unique requirements for operational effective- ness of each type of deployment: Provided further, That the Sec- retary shall continue to consult with the National Academy of Sciences before making such certifications: Provided further, That none of the funds appropriated under this heading shall be used for high-risk concurrent development and production of mutually dependent software and hardware.
