(b) A C C ES S TO RECO RD S AN D DATA. — Such section is further amended by adding at the end the following new paragraph: ‘‘( 2 ) The Director shall have access to such records and data of the Department of Defense (including the appropriate records and data of each military department and Defense Agency) that are necessary in order to carry out the duties of the Director under this section.’’. SEC.25 2. ES TABLI S HM E N T OFPR O G RAM TO ENHANCE PARTICIPATION OF HISTORICALL Y BLAC K COLLEGES AN DU NI V ERSITIES AND MINORITY - SERVING INSTITUTIONS IN DEFENSE RESEARCH PROGRAMS. (a) P RO G RA ME STA BLI S H ED.— C hapter 139 of title 1 0 , United States Code, is amended by inserting after section 23 6 1 the fol - lowing new section: ‘ ‘ §236 2 .Res e arch a nd ed u ca tio na lp ro g ra m s and acti v ities
historicall yb lac k colleges and universities and minority - serving institutions o f higher education ‘‘(a) PROGRAM ESTABLISHED.—The Secretary of Defense, acting through the Director of Defense Research and Engineering and the Secretary of each military department, shall carry out a program to provide assistance to covered educational institutions to assist the Department in defense-related research, development, testing, and evaluation activities. ‘‘(b) PROGRAM O B J ECTI V E.—The objective of the program estab- lished under subsection (a) is to enhance defense-related research and education at covered educational institutions. Such objective shall be accomplished through initiatives designed to— ‘‘(1) enhance the research and educational capabilities of such institutions in areas of importance to national defense, as determined by the Secretary
‘‘(2) encourage the participation of such institutions in the research, development, testing, and evaluation programs and activities of the Department of Defense; ‘‘(3) increase the number of graduates from such institu- tions engaged in disciplines important to the national security functions of the Department of Defense, as determined by the Secretary; and ‘‘( 4 ) encourage research and educational collaborations between such institutions and other institutions of higher edu- cation, G overnment defense organi z ations, and the defense industry.
