( 1 ) The term ‘ ‘administering Secretaries ’ ’ has the meaning given that term in section 1 072 ( 3 ) of title 10 ,U nited States Code. (2) The term ‘‘TRICARE program’’ has the meaning given that term in section 1072(7) of title 10, United States Code. SEC.72 2.S TUDY,PLAN ,ANDP I L O T F O R T H E M ENTAL HEALTH CARE NEEDS OF DEPENDENT CHILDREN OF MEM B ERS OF THE ARMED FORCES. (a) RE P O R T A N DPL ANONT H E M ENTAL H EALTH CARE AND CO U NSELIN G SER V I C ES AVAILA B LE TO MILITAR Y CHILDREN.— (1) IN GENERAL.—The Secretary of Defense shall conduct a comprehensive revie w of the mental health care and coun- seling services availa b le to dependent children of members of the Armed F orces through the Department of Defense. (2) ELE M ENTS.—The review under paragraph (1) shall include an assessment of the following: (A) The availability, q uality, and effectiveness of Department of Defense programs intended to meet the mental health care needs of military children. (B) The availability, quality, and effectiveness of Department of Defense programs intended to promote resil- iency in military children in coping with deployment cycles, in j ury, or death of military parents. (C) The extent of access to, adequacy, and availability of mental health care and counseling services for military children in military medical treatment facilities, in family assistance centers, through Military O neSource, under the TRICARE program, and in Department of Defense Edu- cation Activity schools. (D) W hether the status of a member of the Armed Forces on active duty, or in reserve active status, affects the access of a military child to mental health care and counseling services. (E) Whether, and to what extent, waiting lists, geographic distance, and other factors may obstruct the receipt by military children of mental health care and counseling services. (F) The extent of access to, availability, and viability of speciali z ed mental health care for military children (including adolescents). ( G ) The extent of any gaps in the current capabilities of the Department of Defense to provide preventive mental health services for military children. (H) Such other matters as the Secretary considers appropriate. (3) REPORT.— N ot later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committees on Armed Services of the Senate and the House Revi e w.10USC 10 7 7 not e.
