(C) I n remote locations where the Armed Forces does not have a presence and significant military expansion has been proposed, the ability to augment local medical capacities and public utilities to support expansion require- ments. ROL EO FD E PA R TM E N T OF DEFENSE I N MANA G EMENT AND COORDINATION OF DEFENSE ACTI V ITIES RELATING TO G U AM REALIGNMENT. (a) DEPUTY SE CR ET A RY OF DEFE NS E. — Section 132 of title 1 0 , United States Code, is amended by adding at the end the following new subsection: ‘‘(d) Until September 30, 201 5 , the Deputy Secretary of Defense shall lead the G uam E xecutive Council and shall be the Department of Defense’s principal representative for coordinating the inter- agency efforts in matters relating to Guam, including the following executive orders: ‘‘(1) Executive Order N o. 13299 of May 12, 2003 (6 8 Fed. R eg. 25 47 7

48 U.S.C. note prec. 1451; relating to the Inter- agency Group on Insular Affairs). ‘‘(2) Executive Order No. 12788 of J anuary 15, 1992, as amended (57 Fed. Reg. 2213; relating to the Defense Economic Ad j ustment P rogram).’’. (b) REPORT.—Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report including the charter that establishes the Guam Executive Council. SEC. 2832. CLARIFICATIONS REGARDING USE OF SPECIAL PURPOSE ENTITIES TO ASSIST W IT H GUAM REALIGNMENT. (a) SPEC I A L PURPOSE ENTITY DEFINE D .—In this section, the term ‘‘special purpose entity’’ means any private person, corporation, firm, partnership, company, State or local government, or authority or instrumentality of a State or local government that the Secretary of Defense determines is capable of producing military family housing or providing utilities to support the realignment of military installations and the relocation of military personnel on Guam. 10USC2687note.T e rmi n a tion d ate.
