( a )T R AD E C APACIT Y . —O f the funds appropriated by this A ct, not less than $1 0,000,000 under the heading ‘ ‘ D e v elop - ment Assistance ’ ’ and not less than $10,000,000 under the heading ‘‘ E conomic Support F und’’ shall be made available for labor and environmental capacity building activities relating to the free trade agreements with countries of Central America, P eru and the Dominican R epublic. (b) ASSISTANCE FO R H AITI.— (1) The G overnment of Haiti shall be eligible to purchase defense articles and services under the Arms E x port Control Act ( 2 2 U .S.C. 2751 et se q .), for the Coast Guard. (2) Of the funds appropriated by this Act under titles I IIandI V , not less than $2 9 5,5 3 0,000 shall be made available for assistance for Haiti. (3) N one of the funds made available by this Act under the heading ‘‘International Narcotics Control and L aw Enforce- ment’’ may be used to transfer excess weapons, ammunition or other lethal property of an agency of the United States Government to the Government of Haiti for use by the Haitian National Police until the Secretary of State reports to the Committees on Appropriations that any members of the Haitian National Police who have been credibly alleged to have com- mitted serious crimes, including drug trafficking and violations of internationally recogni z ed human rights, have been sus- pended. (c) CARI B BEAN B ASIN SEC U RITY INITIATI V E.—Of the funds appro- priated under the headings ‘‘Development Assistance’’, ‘‘Economic Support Fund’’, ‘‘International Narcotics Control and Law Enforce- ment’’, and ‘‘Foreign M ilitary Financing Program’’ in this Act, not less than $37,000,000 should be made available for assistance for the countries of the Caribbean Basin, to provide equipment and training to combat drug trafficking and related violence and orga- nized crime, and for j udicial reform, institution building, education, anti-corruption, rule of law activities, and maritime security, of which not less than $21,100,000 should be made available for social justice and education programs to include vocational training, workforce development and juvenile justice activities

d, That none of the funds made available under this subsection shall be made available for budget support or as cash payments. (1) SPENDIN G P L AN.—Not later than 45 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committees on Appropriations a detailed spending plan for funds appropriated or otherwise made available for the countries of the Caribbean Basin by this Act, with concrete goals, actions to be taken, budget proposals, and anticipated results. (2) DEFINITION.—For the purposes of this subsection, the term ‘‘countries of the Caribbean Basin’’ means Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Domini- can Republic, Grenada, Guyana, Haiti, J amaica, St. K itts and Deadlin e .R e ports .
