( a )MANUF A CT U RI N G . —T he chairman of the S enate C ommittee on the B udget may revise the allocations of a committee or commit- tees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, j oint resolutions, amendments, motions, or conference reports, including ta x legislation, that would revitalize and strengthen the U nited States domestic manufacturing sector by increasing F ederal research and development, by expanding the scope and effectiveness of manufacturing programs across the Federal G overnment, by increasing efforts to train and retrain manufacturing wor k ers, by enhancing workers ’ technical skills in the use of the new advanced manufacturing technologies to produce competitive energy efficient products, by increasing sup- port for sector workforce training, by increasing support for the redevelopment of closed manufacturing plants, by increasing sup- port for development of alternative fuels and leap-ahead automotive and energy technologies such as advanced batteries, or by estab- lishing tax incentives to encourage the continued production in the United States of advanced technologies and the infrastructure to support such technologies, by the amounts provided in that legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (b) TA XREL IEF.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution by the amounts provided by one or more bills, joint resolutions, amend- ments, motions, or conference reports that would provide tax relief, including but not limited to extensions of expiring and expired tax relief, or refundable tax relief, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (c) TAX REF O R M .—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would reform the I nternal Revenue Code to ensure a sustainable revenue base that would lead to a fairer and more efficient tax system and to a more competitive business environment for United States enterprises, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (d) TRA D E.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more
