None of the funds made available in this Act may be used to send or otherwise pay for the attendance of more than 50 employees from a Federal department or agency at any single conference occurring outside the U nited States. INVES T IG A TIONS For expenses necessary where authorized by law for the collec- tion and study of basic information pertaining to river and harbor, flood and storm damage reduction, shore protection, aquatic eco- system restoration, and related needs; for surveys and detailed studies, and plans and specifications of proposed river and harbor, flood and storm damage reduction, shore protection, and aquatic ecosystem restoration pro j ects and related efforts prior to construc- tion; for restudy of authorized projects; and for miscellaneous inves- tigations and, when authorized by law, surveys and detailed studies, and plans and specifications of projects prior to construction, $1 6 8,100,000, to remain available until expended
