COMMISSION O F FINE ARTS SA L ARIES AND E X PENSES For expenses made necessary by the Act establishing a Commis- sion of Fine Arts ( 4 0 U.S.C. 104), $2,234,000: Provided , That the Commission is authori z ed to charge fees to cover the full costs of its publications, and such fees shall be credited to this account as an offsetting collection, to remain available until expended with- out further appropriation. NATIONAL C APITAL ARTS AND C U LTURAL AFFAIRS For necessary expenses as authorized by P ublic L aw 99 – 190 (20 U.S.C. 95 6 a), as amended, $9,500,000: Provided, That no organization shall receive a grant in excess of $650,000 in a single year. ADVISOR Y COUNCIL ON HISTORIC PRESERVATION SALARIES AND EXPENSES For necessary expenses of the Advisory Council on Historic Preservation (Public Law 89–665, as amended), $5,498,000: Pro - vided, That none of these funds shall be available for compensation of level V of the Executive Schedule or higher positions. NATIONAL CAPITAL PLANNIN G COMMISSION SALARIES AND EXPENSES For necessary expenses, as authorized by the National Capital Planning Act of 1952 (40 U.S.C. 7 1–71i), including services as authorized by 5 U.S.C. 3109, $8,328,000: Provided, That one-quarter Grants.
