and in addition, notwithstanding any other provision of law, not to exceed $2,000,000 in receipts from advertising and revenue from business ventures, not to exceed $500,000 in receipts from cooper- ating international organizations, and not to exceed $1,000,000 in receipts from privatization efforts of the V oice of America and the I nternational Broadcasting Bureau, to remain available until expended for carrying out authorized purposes.
