Sec. 2. Bishop, and their associates and successors, are ;‘l;‘:,b‘“ ”‘°°‘"P°" hereby declared to be a body politic and corporate, under the name and ` style of “The Howard Institute and Home " of the District of Columbia, and as such shall have perpetual succession, with power to receive, pur- Powers. chase, and hold real or personal property, and to be able to sue and be sued, and to plead and be impleaded in all courts of law and equity in the United States, and to ordain and establish such by-laws, ordinances, and regulations as may be deemed necessary to carry into effect this act, and promote the objects of the corporation hereby created. And be it further enozctech That the object for which this cor- Objects. poration is created is declared to be the establishment of a charitable institution for the instruction of freedmen in the industrial pursuits of life and fit them for independent self-support, and to afford a temporary home for such freedmen as may, from sickness, misfortune, age, or iniirmity, require fostering care until otherwise relieved.
