America has fully empowered on his part Edward Everett, Secretary of State of the United States, and His Majesty the King of Prussia, in his own name, as well as in the name of the other German sovereigns enumerated in the aforesaid convention, has likewise fully empowered Frederick Charles Joseph von Gcrolt, his said Majesty’s Minister Resident near the Government of the United States; who have agreed to and signed the following article: The ratidcations of the convention for the mutual delivery of crim- _Ti¤w for ratificainals, fngitives from justice, in certain cases, concluded on the 16th of *¥°¤J°f °°;’g’°’;g§; June, 1852, shall be exchanged at \Vashington within one year from the gx,,,,;{:,_ ’ ’ date of this agreement, or sooner should it be possible. _ _ The present additional article shall have the same force and effect as _ Effwt ¤*`¤dd*°*°¤ if it had been inserted, word for word, in the aforesaid convention of the "‘"‘°1‘?‘ _ 16th of June, 1852, and shall be approved and ratified in the manner R¤¤5¤¤*¤°¤¤· therein prescribed. __ In faith whereof we, the respective Plenipotentiaries, have signed this W-`¥“““"°“· agreement, and have hereunto atiixed our seals.
