Such articles as shall have entered into the accounts shall be returned for the rate at which they shall have been originally entered on the account by the dispatching office. Such as shall have been delivered prepaid to destination or to the frontier of the corresponding office shall be returned without charge or discount. ‘ _ Anrronn XIV. The postal administration of France and the postal administration of Offices sud roms the United States shall designate by common accord the emoes through °‘° °"°*;“3l¥,_‘;i,"f‘“‘ which the exchange of the respective correspondence should take place; },`;';%_° °°w they shall regulate the routes of the correspondence reciprocally transmitted, and the form of the accounts mentioned in the preceding arti- ` cle Xl, and also every other measure of detail or order necessary to assure the execution of the stipulations of the present convention. _ _ It is understood that the measures designated above may be modined M°d’6°¤**°¤“- by the twosadministrations whenever, by common accord, they shall perceive such necessity. _ Anrronn XV. The present convention shall have force and eifect from the day agreed D¤!¤**·i°¤ of °°¤· upon by the two parties, and shall remain obligatory from year to year, v°“°‘°“‘ ` until one of the two parties shall have made known to the other, a year in advance, its intention to terminate the same. · During this last year the convention shall continue to have_full and entire force, without prejudice to the liquidation and the balance of the accounts between the respective administrations after the expiration of said term.
