The Secretary of War is hereby directed to report to Congress at its next session, or sooner if practicable, the condition of Green and Barren Rivers, and the Cumberland River above the mouth of the Jellico, in Kentucky, and the provisions and estimate of cost necessary to relieve the same from incumbrance, with a view to such legislation as will render the same tree to commerce at the earliest practicable period.
