And no Di¤l>¤¥¤¤!¤°¤* of more than an allotment of one-half of the sum hereby appropriated “PP’°V““‘°“· shall be expended in the two first quarters of the tlscal year, and no more than one-fourth thereof may be expended in either of the two last quarters of the tiscal year, except that, in addition thereto, in either of said last quarters, the unexpended balances of allotments for preceding quarters may be expended. That it shall not be lawful for the head of any Executive Department A¤§h¢>¤‘i*! f 01* or of any Bureau, branch, or office of the Government, to cause to be P"“‘*"‘K· printed, nor shall the Public Printer print any document or matter of . any character whatever except that which is authorized by law and necessary to administer the public business, nor shall any Bureau cillcer embrace in his annual or other report to be printed any matter not directly pertaining to the duties of his office as prescribed by law, That the Joint Committee on Public Printing is hereby instructed to Joint Committee examine into the numbers printed of the various documents, reports, g·{_¤*;{:tgPrt·;·F:-is bills, and other papers published by order of Congress, or of either mpc; ongmmg House thereof, and of the Congressional Becord, and to report a bill gpdbigdiuggtg, in December next, making such reductions in the numbers and cost of printing, and such changes and reductions in the distribution of said publications as they may deem expedient with a report giving their reasons therefor; and that the said committee is also instructed to investigate the printing and binding for the Executive Departments, executed at the Government Printing Office and at the branch printing onices and binderies in the various Departments and report a bill in December next making such reductions in expenses and imposing such checks as they may deem expedient, with a report giving their reasons therefor; and said committee is further instructed to make any other investigations calculated in their opinion to reduce the cost of the public printing, and report the result thereof; and the said committee is hereby authorized to summon and to examme experts and witnesses, and to call upon the heads of Executive Departments and the Public Printer forsuch information regarding the preceding matters as they may desire; and any expenses necessarily incurred in making the investigations aforesaid shall be defrayed equally from the contingent funds of the two Houses of Congress.
