Hagar, managing ownerof the ship Saint James, of Richmond, Maine, the sum of one thousand one hundred and twelve dollars and seventy-eight cents, that being the amount illegally exaoted from said ship by the United States consul an Bremen haven and covered into the Treasury, which sum said James M. Hagar is entitled to have refunded to him, as appears by statements of the Secretary of State and Fifth Auditor of the Treasury. Approved, February 21, 1887.
