Swain, late master of the bark Philena, of Uew York, eight thousand dollars, for going with the said bark and rescuing shipwrecked seamen from an uninhabited island near Cape Horn, at the request of Gorham Parks, then United States consul at Rio de Janeiro, the same having been declared due said Charles F. Swain by recent findings of the Court of Claims. Approved, February 16, 1889. . CHAP. 175.-An act granting arrears of pension to Theodore Rauthe. February 19, 1889.
