Whereas, the county of Schuylkill, in the State of Pennsylvania, P¤¤•¤¤¤¤· during the late rebellion advanced money upon allotments made by soldiers from the said county then in the service of the United States to the families of said soldiers and to others, under and by virtue of section twelve of the act of Congress entitled "An act to authorize vol. up. sm. the employment of Volunteers to aid in enforcing the laws and pro- » tecting public property," approved July twenty-second, eighteen hundred andsixty-one, and the orders and regulations of the Secretary of Vigar made in pursuance of said section of said act of Congress; an · Whereas, the said county claims that the whole sum so advanced by it has not heretofore been refunded to it by the United States: Therefore Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the proper summa Omni;. accounting officers of the Treasury be, and are hereby, authorized hdhimm mmm and directed to audit the claim of the said county o Schuylkill, sndwi and when audited to (pay, out of any money in the Treasury not otherwise appropriate , to the said county such rtion of the sum · advanced upon allotments as aforesaid by the saido county which the accounting officers aforesaid may there y ascertain has not heretofore been refunded to said county by the United States: Provided "°"“°· That no sum shall be so refunded when it shall appear to said accounting officers that the soldier making such particular allotment or allotments shall have been also paid by the United States, unless it shall also apfpear that such double payment was not through naiuspqnau any. negligence in re erence thereto on the part of the officers of said county charged with the duty of making such advances. ‘ Approved, February 24, 1891. .
