out of any moneys in the Treasury not otherwise appropriated, the following sums and on the following accounts, that is to say: The sum of thirt -eight thousand eight hundred and forty dollars and forty cents, iibr extra work done by order of the Navy Department requiring a change in the specifications and increase of the dimensions of the iron frame and hull of the monitor Puritan; and the further sum of twenty thousand two hundred and seventy-four dollars and twenty-nve cents, for the care, towage, pilotage, and wharfage of the monitor Roanoke from March seventeenth, eighteen hundred and seventy-seven, to September ninth, eighteen hundred and eighty-three. .
