And the communion to be President of the United States is authorized to appoint live commis- '”°*“‘°°· sioners, one of whom shall be designated by the President as commis- ` . sioner-general, which commission will represent the United States at said exposition, and shall co-operate with the special commissioner of the King of the Belgians toward encouraging the participation of American producers and manufacturers in the said International Exposition.
