Ch. 235. 1898. 395 Government bonds (to be adjusted in accordance with the decisions of the Supreme Court in cases decided under such land-grant acts), but in -¤¤=¤=i¤¤¤m· no case shall more than nfty per centum of full amount of ervice be paid: Provided, That such compensation shall be computed upon the Previous- . basis of the tariff or lower special rates for like transportation per- ,,,§§ff” f" °“‘"*’°*‘ formed for the public at large, and shall be accepted as in full for all` demands for such service: Provided further, That in expendin g the —t<· 1¤¤d—gyq¤¤ mu. money appropriated by this Act, a railroad company which has not {,`;Y`iZl¤l°:g;iLi;€iiJ$ received aid in bonds of the United States, and which obtained a grant ¤¤¤¤¤¤¢ ¤•¤rvi¤¤¤- of public land to aid in the construction of its railroad on condition that such railroad should be a post route and military road, subject to the use of the United State for postal, military, naval, and other Government services, and also subject to such regulations as Congress may impose restricting the charge for such Government transportation having claims against the United States for transportation of troops and munitions of war and military supplies and property over such aided railroads, shall be paid out of the moneys appropriated by the foregoing provision only on the basis of such rate for the transportation of such troops and munitions of war and military supplies and property as the Secretary of War shall deem ju t and reasonable under the foregoing provision, such rate not to exceed fifty per centum of the com- —¤¤=¤i=¤¤¤·- pensation for such Government transportation as shall at the time be charged to and paid by private parties to any such company for like and similar transportation; and the amount so fixed to be paid shall be accepted as in full for all demands for such service, six million dollars. Amount- Clothing, and camp and garrison equipage,namely: Forcloth,woolens, Clqwing- camp and materials, and for the manufacture of clothing for the Army, for issue ‘“'"“°“ °‘*““’“g°‘ and for sale at cost price according to the Army Regulations; for altering and iittin g clothing, and washing and cleaning when necessary; for equipage and for expenses of packing and handling and similar necessaries; for a suit of citizen’s outer clothes, to cost not exceeding ten dollars, to be issued upon release from confinement to each prisoner who has been confined under a courtmartial sentence involving dishonorable discharge, ten million dollars. For contingencies of the Army, namely: For all contingent expenses C¤¤¤¤g•¤¤¤ ¤¤1>¤¤¤¤¤- of the Army not provided for by other estimates, and embracing all branches of the military service, to be expended under the immediate orders of the Secretary of War, twenty thousand dollars. 0RDNANcE DEPARTMENT. m;mii¤¤¤»¤¤· Derm- For current expenses of the ordnance service, required to defray the ¤¤¤¤¤¢•>¤p<»¤w•. current expenses at the arsenals; of receiving stores and issuing arms and other ordnance supplies; of police and office duties; of rents, tolls, fuel, and lights; of stationery and office furniture; of tools and instruments for use; incidental expenses of the ordnance service, and those attending practical trials and tests of ordnance, small arms and other ordnance supplies, including payment for mechanical labor in the office of the Chief of Ordnance, ninetyhve thousand dollars. For procuring small-arm ammunition, including machinery, tools, and -·$¤¤¤¤¤i¤i<>¤ fw so forth, for its manufacture at arsenals, three hundred and twenty-six sm mms` thousand two hundred and fifty dollars. For purchase and manufacture of ordnance stores to ull requisitions or<1i¤=·¤¤¤ ¤¤·r¤¤- of troops, one hundred and twenty-tive thousand dollars. For infantry, cavalry, and artillery equipments, including horse 1¤<1¤ir¤¤¤¤¢¤· equipments for cavalry and artillery, and including machinery, tools, and so forth, for their manufacture at arsenals, seven hundred and ninety-one thousand seven hundred and fifty dollars. For repairing and preserving ordnance and ordnance stores in the “f¤P*i**¤8°’°¤*”°°· gagds of troops, and for issue at the arsenals and depots, ten thousand ' o ars. For overhauling, cleaning, and preserving new ordnance on hand at the arsenals, ten thousand dollars.
