Mailley, widow of Frank E. Mailley, late of Company D, Ninth Regiment New Jersey Volunteer Infantry, and pay her a pension at the rate of eight dollars per month. Approved, March 29, 1900. Be it enacted by the Senate and House of Rrlegresenttatines of the United Hume A- P¤i1¤P¤· States of America in Congress assembled, at the Secretary of the P“i°i°°m' Treasury be, and is hereby, authorized and directed, out of any money in the Treasury not otherwise appropriated, to pay to Hattie A. Phillips, widow of John Phillips, deceased, the sum of five thousand dollars as full compensation for the services rendered by the said John Philli s in bearing dispatches from the commanding officer at Fort Phil Igearny to Fort Laramie from December twenty-first to December twenty-sixth, eighteen hundred and sixty-six, after the massacre of the United States soldiers under Brevet Lieuténant—Colonel Fetterman by the Sioux Indians, and by whose services the garrison at Fort Phil Kearny, then surrounded by said Sioux Indians, was rescued and saved from annihilation, and as full payment of all claims against the United States f_or loss and destruction of property belonging to said John Phillips, by Indians.
