A PROCLAMATION. Whereas a treaty between the United States of America and the Pw¤mb1¤· Orange Free State providing for the extradition of criminals was concluded and si ned by their respective Pleni otentiaries at Washington, on the 28th day of October, one thousandp eight hundred and ninety- six, the original of which treaty as amended by the Senate of the United States, is word for word as follows: The Governments of the United States of America and of the Orange Free State, being desirous toconfirm their fr1endly `relations and to promote the cause of justice, have resolved to conclude a treat for the extradition of fugitives from justice between the United States of America and the Orange Free State and have appointed for that purpose the following Plenipotentiaries: T e President of the United States of America, Richard Olney, Plenipowntisriei Secretary of State of the United States, and The President of the Oran e Free State, Charles D. Pierce, Consul General of the Orange Free State in the United States; Who, after having communicated to each other their respective full powers, found in good and due form, have agreed upon and concluded the following articles: ARTICLE I.
