Be it enacted by the Senate and House of Representativea of the United [ I States of America in Congress assembled, That the county of David- ‘,§”f,";§’$,'Q‘j,’},d(§§],’,§{,, _ Son, in the State of Tennessee, be, and it is hereby, authorized and may bridge, at N¤¤h— empowered to build and maintain two hi hway bridges across the WM TMm` Cumberland River, in or near the city og Nashville, State of Tennessee, for the use of the public as highways, free of any tolls, and FM bfidzesthey are hereby declared post routes, upon which no charge shall be made for the transportation over the same of the mails, troops, and munitions of war of the United States; and said bridges shall enioy all the rights and rivileges of other post routes in the United States; and the United States shall have the right of way across said bridges .Th$_;**¤'¤Pb· °*°·· and their approaches for postal, telegraph, and telephone pu ses; ng ` and equal privileges in the use of said bridges shall be grantedptb all telegraph and telephone companies: Provided, That nothing in this laws not Act shall be so construed as to repeal or modify any of the provisions enema. g - of law now existing in reference to the protection of the navigation of rivers or to exempt said bridges from the operation of the same. Sec. 2. That said bridges shall be built with unbroken and con- <>¢>¤¤¤¤<>¤¤¤v•¤¤- tinuous spans, in no case less than ninety feet above low water pool level in the Cumberland River, nor shall any of the spans in the waterway be less than three hundred feet in the clear between the piers, or the piers and the abutments. and the piers of said bridges shall be para lel with the current of said river. · Sec. 3. That said bridges shall be constructed and maintained with- Qlgghmcm *1*** out any unreasonable interference with the security and convenience n ` of navigation of said river; and to secure that object the said county llgffufylfpgg f;' '° shall submit to the Secretary of War, for his examination and apfpro—" val, designs and drawings of the proposed bridges, and a map o the proposed location of each bridge, giving for the space of one mile above and one mile below the proposed sites the topography of the banks of said river, the shore lines at high and low water, the direction and strength of the current at high and low water stages, with the soundings accurately showing the bed of the stream, the location of any other bridge or bridges, and shall furnish such other information as may be required for the full and satisfactory understanding of the subject; and until the said {pans and locations of said bridges are approved by the Secretary of ar said bridges shall not be commenced or built; and no changes shall be made in said bridges, before °'“*”¤* or after completion, unless approved by the Secretary of War; and any changeswhich the Secretary of War may at any time deem neces-
