For commissions and interest; transportation of funds; exchange; ,,,,],{,’§‘,,‘?°ll‘“°°"“ °" mileage to officers while traveling under orders in the United States, - and for actual personal ex nses of officers while traveling abroad under orders, and for travellihg expenses of civilian employees, and for actual and necessary traveling expenses of midshipmen while proceeding from their homes to the Naval Academy for examination and appointment as midshipmen; for rent and furniture of buildings and o ces not in navy—yards; expenses of courts-martial, prisoners and prisons, and courts of inquiry, boards of inspection, examining boards, with clerks’ and witnesses fees, and traveli n g expenses and costs; stationery and recording; expenses of purchasing paymasters’ offices of the various cities, including clerks, furniture, fuel, stationery, and incidental expenses; newspapers and advertising; copying; care of library, including the purchase of books, hotographs, prints, manuscripts,_ and periodicals; ferriage; tolls, andp costs of suits; commissions, warrants, diplomas, and discharges; relief of vessels in distress; recovery of valuables from shipwrecks; quarantine expenses; reports; professional investigation; cost of ipecial instruction at home and abroad, in maintenance of students an attaches and information from abroad. and the collection and classiiication thereof; all charges pertaining to the Navy Department and its bureaus for ice for the cooling of drinkinggwater on shore (except at naval hospitals), telephone rentals and to , telcgrams, cable rams, and postage, foreign and domestic, postoffice box rentals; ant? other necessary and inci ental expenses, seven hundred and twenty-three thousand dollars. _ CONTINGENT,NAVYZ Forallemer encies and extraordinaryexpenses, °’°¤°*¤¤°¤*· exclusive of personal services in the Navy Department, or anly of its subordinate bureaus or offices at Washington, District of Co umbia, arising at home or abroad, but impossibleto be anticipated or classified, to be expended on the approval and authority of the Secretary of the Nav , and for such urposes as he may decmmproper, sixty-five thousandy dollars: Providgd, That the accountingo cers of the Treasury are mp,0ym_ hereby authorized and directed to allow, in the settlement of accounts of disbursing officers involved, payments made under the appropriation _ “Contingent, Navy," to civilian employees appointed by the Navy Department for duty in and serving at naval stations maintained in the island possessions during the fiscal year nineteen hundred and nine. _ 'I
