P'°“m"*°· WHEREAS, by the S ecial Mess e dated January 26, 1911, there was transmitted to the Senate andatllne House of Representatives an Agreement between the Department of State an the Canadian Government in regard to reciprocal tariff legislation, together with $ earnest recommendation that the necessary legislation be promptly o ted· All*lD WIIEREAS, a Bill to carry into effect said Agreement has passed the House of Representatives but has failed to reach a vote m the Senate · AND WHEREAS, the Agreement stipulates not onl that "the President of the United States will communicate to Gbngress the conclusions now reached and recommend the adoption of such legi islation as may be necessary on the part of the United States to give effect to the proposed arran ement," but also that "the Governments of the two countries wil? use their utmost efforts to bring about · gich changes by concurrent legislation at Washington and at ttawa;" 8,,§,°g}’Q;*0*g£*’ji•;§] NOW, THEREFORE, I, WILLIAM HOWARD TAFT, President 4, 1911. ’ of the United States of America, by virtue of the power vested in me by the Constitution, do hereby proclaim and declare that an extraordmary occasion re¢§1ires the convening of both Houses of the Con- %ess of the United tates at their respective Chambers in the City of ashington on the 4th of April, 1911, at 12 o’clock noon, to the end that they may consider and determine whether the Congress shall, by the necessary legislation, make operative the Agreement.
