Skinner surgeon, United States Army, retired, for gallantry in ` action while as an acting assistant surgeon, United States Army; in ha rescued a wounded soldier who lay under a close and eavy fire during the assault on the Modoc stronghold during the battle of January seventeenth, eighteen hundred and seventy- three, in the Lava Beds, Oregon, after two soldiers had imsuccessfully attempted to make the rescue and both had been wounded in doing so.
