The countries which have not taken part in the resent Convention A‘“*°°*°“ °‘ “°”P'“· shall be permitted to adhere to it upon their regugst. mpmng Mmmm Notice of adhesion shall be made through diplomatic channels to the Government of the Swiss Confederation, and by the latter to all ` the others. It shall entail complete adhesion to all the clauses and admission to all the advantages sti ulated by the Hpresent Convention, and shall take effect one month after the noti cation made by the Government of the Swiss Confederation to the other unionist countries, unless a later date shall have been indicated by the adhering country. The contracting countries have the right to adhere at any time to ,,,;§,‘j°§§‘°°" °’ °°'°' the present Convention for their colonies, possessions, dependencies and protectorates, or for certain ones of them. They may, to this end, either make a general declaration by which all their colonies, possessions, dependencies and protectorates are included in the adherence, or e ressly name those included therein, or sixpgr indicate those exclulfed from it. This declaration sh e made in writing to the Government of · the Swiss Confederation and by the latter made to all the others. The contracting cormtries can, under like conditions, renounce the Convention or their colonies, possessions, dependencies and protectorates, or for certain ones of them. Aariom 17. The fulfillment of the reciprocal obligations contained in the I‘°“*“”‘"°"• present Convention is subordinated, in so far as need be, to compliance with the formalities and regulations established by the constitutional laws of those of the contracting countries which are bound to secure the application of the same which they engage to do with the least possr e delay. Aivrrcua 17}. The Convention shall remain in force an indennite time, until the D¤¤”°¤— expération of one year from the day when the renunciation shall be ma e. This renunciation shall be addressed to the Government of the D°'“’”°‘*“°°· Swiss Confederation. It shall effect only the count? giving such notice, the Convention remaining operative as to the other contracting countries. Arrrrcrm 18. The present Act shall be ratified, and the ratification filed in Wash- R‘"°""“°“· ington, at the latest, A ril 1, 1913. It shall be put into execution, among the countries which shall have ratified it, one month after the expiration of this eriod of time. This Act, with its liprnal Protocol, shall re lace, in the relations of ,,,g.'§§'..d{""°”"°”t‘ the countries which shall have ratined it: the Convention of Paris vg}·2?·§»gg§g2- March 20 1883; the Final Protocol annexed to that Act; the Protocol ’ ` of Madrid, A ril 15, 1891 relating to the dotation of the international · Bureau, andp the additional Act of Brussels, December 14, 1900. "°*·”·P—“”°· However, the Acts cited shall remain binding on the countries which shall not have ratified the present Act.
