The Health Officer aforesaid shall conduct tho examination. F"' No person shall be permitted to take the examination without first P°”°” °x°°pt°d‘ paying a foo of $10 to tbo District of Columbia. None of the provisions of this Act shall agply to regular, dolracticing ph iciams or surgeons.
